Trump's Progressive Warning Misses Europe's True Danger: Technological Stagnation.

Donald Trump's national security strategy presents a flawed assessment of Europe. The document asserts that open-border policies and what it terms "progressive" policies represent an existential risk to the continent's identity. However, this argument is based on a fundamental misinterpretation of the situation. The actual challenge confronting Europe is not societal but technological and economic backwardness.

The Stark Growth Divide Between the US and Europe

The data reveal a stark contrast. From 2008 and 2023, American economic output grew by eighty-seven percent, compared to a paltry 13.5% increase for the EU. During this time, EU GDP per capita fell from 76.5% to just half of the American figure. Strikingly, even the poorest US state now has a greater average income than major EU nations like Italy and France.

Currently, about half of the world’s 50 largest tech companies are American, while a mere four are from Europe.

The Innovation Deficit: A Critical Question

This widening economic gap is driven by stronger efficiency gains in the United States, fueled by breakthroughs and better use of resources. The scene of global tech leadership is overwhelmingly American. Over the past fifty years, hundreds of American startups have scaled into companies valued at more than $10bn, versus only fourteen in the European continent.

This gap raises a vital issue: In the race for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe stand? Experts widely concede it is essentially a two-horse race between the US and China, with European nations entering at a clear disadvantage.

Root Causes of Europe's Technological Lag

Several key reasons account for this technological divide.

  • Financing Ecosystem: The United States has a far deeper and agile system for funding startups. Europe still lacks a genuine capital markets union, which caps the scale of new firms.
  • Bureaucratic Hurdles: Excessive and fragmented rules hinder European business. A US startup can launch a product under one regulatory framework to access a market of over 330 million. The European Union, despite a larger population, is divided among 27 separate systems, creating significant internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often considered a badge of experience.
  • Military Investment: The US benefits from a deeply integrated academic-military-industrial complex. The continent's long-term lack of spending in defense has weakened its capacity for breakthrough innovation.

The Road Ahead: Grounds for Hopefulness

Despite these challenges, there are reasons for hope. Policymakers are growing more conscious of the existential challenge and have begun to advance serious reform. Key analyses on European competitiveness and the internal market point to the necessity of sweeping reforms.

Given appropriate policies and rule changes, Europe's strengths might enable far greater levels of commercial innovation.

The continent retains considerable strengths: skilled human capital, excellent schools and universities, and world-class research institutions. Coupled with a vast domestic consumer base and high savings rates, these foundations have the potential to unleash a new wave of investment and entrepreneurship.

Crucially, even if the EU does not take the lead in developing next-generation technologies, it can still dramatically increase economic output by adopting and adapting advancements from other regions.

An Inflection Point

Europe now stands at a critical moment. As the saying goes, decline often happens "slowly, then all at once". To date, the continent's technological decline has been steady. But, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
